The project “Providing Integrated Protection Services (PIPS)” was launched in Mardin province by Welthungerhilfe (WHH) in October 2017, and continued until June 2019. The project was funded by the European Commission under the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO). The main purpose of the project was to facilitate access to specialized protection services for Syrian refugees under Temporary Protection (SuTP) and other people of concern such as unregistered refugees and vulnerable non-Syrian refugees. Along with WHH, the PIPS project was implemented by two local partner NGOs.
Trust Consultancy & Development was contracted to evaluate the impact of the project activities, measure the success of the two national partners, and complete a needs analysis for future interventions. The OECD/DAC criteria was used to design specific research questions to measure the success of the program. Both qualitative and quantitative methods were used, including 21 KIIs with adult beneficiaries, 10 FGDs with adults and child beneficiaries, and 330 surveys with both male and female adult beneficiaries.
