External Evaluation of ‘Support for Syrian Refugee Families in Achieving Food Security Through Income Generating Production of Vegetables’

WHH has been providing integrated and coordinated activities to assist vulnerable refugee populations by promoting livelihoods and food security in Hatay province and Midyat province in Turkey. The activities of this project include the cultivation of a variety of specific fruit and vegetable crops, as well as open land agriculture. In addition, the project aims to build the capacity of local actors to ensure that the structures and training provided will help in sustaining these activities at the end of the project. Trust was contracted to conduct an external evaluation of the project as implementation comes to a close, to measure and understand project success against the main indicators. OECD/DAC criteria were used to assess the project and its timeframe, contractual conditions, workplan, and budget. An in-depth desk review was conducted by Trust to gain a nuanced understanding of the project and monitoring to date. KIIs with WHH staff, partner staff and other organizations working in the FSL sector and other stakeholders in different project localities were also conducted. Trust used a purposive sampling methodology and conducted 51 KIIs with key stakeholders. Due to COVID-19, FGDs were not possible and were therefore replaced with KIIs. Additionally, Trust observed two online training sessions before the closure of project activities to gauge the effectiveness and appropriateness of training implementation. These findings were used to assess the value added by WHH and to assess the status of the capacity building measures of local partners.
