Save the Children Turkey engaged Trust Consultancy & Development to evaluate the results and impact of its Child and Youth Resilience Programmes in Keçiören in Ankara and Ümraniye and Avcılar in Istanbul to ensure the delivery of high-quality programming and triangulation of internal M&E. Trust assessed the two levels of objectives for the evaluation study – program level assessment and assessing the capacities and competencies of partners. The OECD/DAC criteria were used to facilitate the assessment of programming, and the evaluation also assessed the gaps in the design of the program, capacities, coordination and monitoring during implementation.
An in-depth desk review was conducted and this provided the basis for the inception report and in developing the evaluation matrix. Additionally, mixed-methods approach was used, where Trust conducted 22 Key Informant Interviews (KIIs) across all three locations with project staff and caregivers. Focus group discussions were conducted with both the beneficiary and non-beneficiary children and youth. In total, 30 FGDs were conducted. Additionally, Trust also conducted observations at activity sites to review the physical infrastructure and space of the current center. These findings will be used by SCI Turkey to improve the overall service delivery and to measure the impact of the programmes.
